This is correct. about 3GB-4GB will go MIA hidden somewhere...all Samsung phones like that. SGS2 only has about 11-12GB despite the specs says 16GB.

4gb for apps are invisible...
The 2 part thing is an Android issue...the apps partition max 2GB only. On SGS2. 2GB for apps partition, 10GB or so for 2nd partition and 3GB went MIA...not really sure why. Maybe as internal temp space for the OS to use.
I think on Android 3.2 and above, all becomes one partition already. My Galaxy Tab 7.7 only has 1 partition (Honeycomb 3.2). ICS phones also single partition. Gingerbread and below all has this legacy issue.
