How long does it take get a new/repaired hdd after sending it to Seagate for RMA?

Does Seagate Solid State Hybrid Drive (SSHD) really having SSD speed ?

Share info with all forumers here, my sis office pc using Seagate Surveillance sv35 sata 250GB HDD which purchased in Aug2008 can last until 2012 then became lagging, so i just replace it with WD RE4 1TB this month, so far so good.
