Well, from what my understanding, they afraid that same case might happen again for your order as you order same category item from them.
The missing hair part case already happen once and is unbelievable thing for them but they have no choice but to admit their fault. That's why they return your money and ask you to keep the nendoroid. But after they found out that your new order is nendoroid again, same category item, they suspect that you are a claimer who claim to have other missing part and wish to get the nendoroid for free, so they cancel off your order and wanted to prevent same thing happen to them again.
This is just base on my understanding of those japanese sentence with my knowledge as I don't believe in google translation since they can translate words but not sentences. For example: "遠慮なくなんでも書きこんでください。" which means Please write with no hesitate. But google translate can alter the meaning to Please write anything feel crowded.
