Legally, anxiety and sleeping pills are controlled drugs that can only be bought with a prescription. However in practice, some pharmacies do sell them quietly, but please don't take that route.

How do you know your brother has anxiety? Was he diagnosed by a psychiatrist? Even anxiety disorder has a few types. Panic disorder? Agoraphobia? Getting the diagnosis correct is very very important so people don't misunderstand. Like a lot of people simply say they are depressed but real depression must follow DSM-V criteria.

Then we come to the drugs. Anti-anxiety pills are normally sleeping pills, they can be long-acting or short-acting, some of them can cause severe drowsiness and even addiction. So don't come to a quick conclusion that your brother needs Xanax and that's it. There are many other choices. Some mild forms of anxiety, no need to even take anti-anxiety pills, instead they have to take antidepressants. See where I'm getting at? There are many drugs to treat this condition!

The cheapest way to get professional help is through your nearest government clinic. Have your brother see the doctor there first, explain to the doc how and why he thinks he has anxiety, and is he coping well or does the anxiety impact his life negatively. Then ask for a referral letter to the general hospital to see the psychiatrist.

After that, take an appointment with the psychiatrist and he will have his consultation, treatment and follow-up plan soon. Here's something interesting. A lot of psychiatric medicines are still using original brands (Xanax, Sertraline etc.) in the government psychiatric clinics, so the medications are reliable. Remind him to follow his appointments with the psychiatrist, because the better he feels the more likely his medications will be reduced in the future. You cannot stop the medications straight away, the withdrawals will be unbearable.

So to sum up, you can't just walk into a pharmacy and ask to buy Xanax. Anxiety disorders must be properly diagnosed by a medical professional in order to give the most appropriate medications.
