That's what I think lar .... it depends on where u buy it from. If you are able to go further you are able to buy cheaper ones. KL/PJ City area very expensive. Go less developed area u can get cheaper price.

Between I've seen the R3 kit ... is just FRP Skirtings .... not worth getting at all...

Between RM 1.6k PU is because friend's price he will probably quote u around 1.8k - 2k
So bro is it fair to say that if u add on Rear Bumper & Spoiler the price will come to around 3k ( "because he is your friend's" price) and ard 4k for "strangers" like me? Then I dun know what you are "cheaper" pricing you are comparing with. If it is a full Evo conversion, it will includes EVO bumper of which you have to modify the Exhaust which can set u back anywhere from 500 to 3000 depending on what exhaust and what system u opp for.
1.8k ~ 2k sounds about right for the parts you have listed... KL/PJ City price summore no need to go all the way to Klang.
