Maybe you can try re-flashing the ROM and then GAPPS straight after (dont reboot after flashing the ROM).
Then try to see if the GAPPs appear.

For me, I already have a data plan which i subscribe to monthly but not under contract (like the Smartplan from Digi or 3GB data plan with MAxis). So I just use that data plan to get online.
