If you want to do that, you need 4 homeplugs. Not sure whether there would be interference or not.
IPtv port > homeplug > homeplug > decoder
Normal lan port > Homeplug > homeplug > wireless/lan capable device

Have you tried using homeplug just for the tv? < Curious as homeplugs aren't that common
Is it fast enough to work?

Ah according to that blog a poor connection on a 200mbps homeplug works, but it is better to get one that can connect directly to the wall (have AC passthrough.)
