Just reflash will do. Cheap way is to cut the speed signal to your ECU but you will invite problems later. Else, install RSM. Piggyback is not cheap.

tested during dyno? if dyno also cannot hit above 190kph, then it's speed cut. reflash means you alter the whole programming instruction on the ECU. should work if there's no instruction on speed cut. Else, its the TCU issue.
