From on my experience:

1. Based on month, refreshed every 1st of the month.
2. I can get 40+.

Totally down for me in tanjung bunga, penang. Woke up and found my router trying and retrying pppoe login. Rebooted equipment once. No success. Will try again.

Sometimes I miss the stability of my old 4mb streamyx line. Time Fibre has been super sweet and fast but I am noticing more downtime incidents with my connection than with streamyx adsl sad.gif
