I have tested this on my friend's Time connection and FDM is getting full speed as well. give it a try

true, even my Unifi cant get the full speed with single connection. I use FDM(FreeDownloadManager) an open source IDM alternative and has been getting full speed regardless of the ISP I am using. Jdownloader is another good open source alternative
