Plug the power keep it charging wait for 10 - 15mins. Try restart if still can't boot up its dead need to send to Nokia care

Malaysia Nokia lumia 900 is the normal without LTE. The LTE version won't work in Malaysia.
echo issue is seldom but this happen to many phones I used even on HTC one x. |
