With a budget that high, you should consider more established brands like the Huawei Mediapad or Zenithink Zt-280 which runs the amlogic A9 processor.Any, even china brand tablet is acceptable

Capacitive touchscreen is quite standard on most RM500++ tablets sold in the market now.
For GPS support, the zenithink zt-280 has a build-in gps chip but you would need an external antenna for it to work.
