After a discussion with bunch of attornies, they suggest the following:

Stage 1: create awareness of such case, attract media attention, go big so more and more people out there will aware. Stage 2: blast emails with his photo and description (least costs but not effective), blast landline fax to MNC, SMEs, goverment sector, a 100k numbers could easily costs 25k for database only, but being in the media field make me pay much more lesser than this price.

Stage 4: Find out his workplace, have a discussion with his superior on his morality and ethics.

Stage 5: Gather all victims out there and have a TT session not sure if you'all want to join
