There is a case where the developer new housing use foam insulation sheet and cement the rest. So the owner want to install something like aircon and step on it. Crack and expose the foam sheet. Claim the developer cheating.

So who right or wrong?
1) the developer said this is only for decoration purpose and not neccessary to use brick and cement.
2) the owner claim is it cheating and inferior quality to reduce cost.
