Supported actually.
Basically:

1. Install the latest patches. (http://support.rockstargames.com/entries/484496-grand-theft-auto-iv-patch-7-title-update-v-1-0-7-0-english-1-0-6-1-russian-1-0-5-2-japanese)
2. Run in Win XP SP2 compatibility mode (if still needed).

You mean the one above the holiday daily deals?

It's the countdown timer for the next deals before the current one ends.

Steam won't download anyone experiencing the same??
right now only dota 2 still downloading

restarted my modem then all fixed

guys after i downloaded shogun war 2 a 21gb file i lauch it.. it stuck at preparing to launch shogun total war 2 very long and than a msg appear which say unable to launch whats wrong?

Verify file integrity via game properties. If it fails restart steam client and try again.
