if no declare income tax, what happen?

according to section 13(1)(a) . any salary that u received is taxable ..so if u r having a job , salary less than rm2.5k , u must declare ur income and the good thing is u dont have to pay tax! 
.. the rate u can check with IRB .. hehe.. correct me if im wrong
