If I recall correctly, some year back, there was a regulation to limit the length (from the top of the windscreen to the bottom of the silver/ dark colour tint. Something like 6/ 7"
Not too sure if this is still being enforced. Anyway could always check with JPJ if you really want to be in compliance.

As for the effectiveness of the car tinting, do take note of "what u pay is what u get"
I have personally done tinting using those cheap stuff (around RM700) and compared to my other car using tint costing about double of that. You can really feel the difference.

Manual can go around 180 on a flat road. down hill can go above 190 but my balls shrinks already coz can feel the float and the slope not long enough.
on average, 160-170 is not a problem at all. to push from 170 to 180, need some time. anyway, mine is 2nd gen myvi SXi, everything stock.

next month im getting my myvi extreme 1.5 and plan to change the tyres and rims to 205/45/16

when i asked tyre shop they said need to change to adjustable suspension , is that true ? cause i plan to use standard suspension etc.
