I think he started to do refund is just to calm everyone down and not to make any police report. The modus operandi is very similar to intune which eventually the guy ran off with no refund to others. I hope I'm wrong though. Good luck in tracking him down.

Mine is a constructive suggestion. Hello, if you fully refund since day 1, you won't get yourself into this kind of mess.
OK, put it this way. If you deliver your goods as per planned, then this mess will not happen at all.

You know what, you are not even in the position to indirectly threaten your victims like that.
You promised and they waited, you broke the promise. That's the consequence you should accept.

I also got fed-up with his excuses anymore, plus got flamed by the conman himself, how ironic this world is.

This guy is hopeless yet the victims are just being too nice to him. Come on, he's not going to refund your money. Face the reslity, please. What he is doing now is basically buying your time and trust.

You know what I hate the most is his attitude. He doesn't seem to be bothered at all with all the shits he has accumulated. Yet so easy for him to escape and giving out unreasonable installment plan. 1k per month? Joke. So, how many years does he need to clear all his debts?

Yes, he might look trustworthy to you because he still replies here. However, you can't guarantee if he will still be here next week, next month or next year? He might just disappear one day.

I strongly urge all victims to do your part by lodging a police report, do not feel pity for him as he deserves to be punished. Do not forget how he cheated you on the refund dates. Few postponements ad lastly he admitted he has no money to refund. He can pay 1k now doesn't mean he can pay the next 1k next month.

Come to think about it I wonder how did he get the 10k to refund earlier? Anyway, that's not important now and let's hope it came from a clean source.

Let's put this in a blunt way, nobody owes you and you are the one owing them. You break the promise, you face the consequence.
Don't give lame threat here, saying victims are destroying the chances of getting back their money.

If you can't return the money on your promised date(s), then don't commit any date, it ends up empty promises.

Failed due to working place? Please explain further. No stupid employee will sit down and wait for employer to pay them for 2 months overdue salary if this is the case.
