Just get a date of refeund.
Set-up a list of people who got their refunds and the balance pending.
If he fails to refund anybody on the set date, just do report police.
Simple and fast.

At least got better chance of getting it back OR get him into lock-up so he wont keep coming back to con. I can say half of the people here WONT make police report. Now conmen open dupe account and gain trust and reputation with high amount of post first, then con when they have the reputation.
