That is a clever approach.

1. Buy Steam Key
2. Buy *ahem* copy of the same title
3. initiate the download. pause the download.
4. copy the files over
5. resume download & verification + update
6. profit

This is especially beneficial when the titles are tenth of gigs huge and you got a limited monthly bandwidth.
