It will. And usually you have to turn to the Max., and that is max power usage.

If you check Joven website, it state clearly Max pressure is 3.8 Bar.
Min. Water Pressure 10 kPa (0.1 bar)
Max. Water Pressure 380 kPa (3.8 bar)


Panasonic also have (that is about 3.8 bar too)
Water Pressure Min. 0.1kgf/cm² ~ Max. 3.87kgf/cm²

at 3.8 bar, or higher, even with max temperature set, you only feel bit warm, you don't get warm water especially on recent rainy season.

Than Storage or Solar is better.

Storage can heat up water, switch the power off than take bath.

During thunderstorm, i do. And always advice my wife to heat it, and switch it off. You never know what lighting can do.

Common practice is not to take bath during lighting / thunderstorm. But sometime is hard to practice when we have baby / kids. Especially when they vomit.
