anyone have issue with 4s's WIFI ?

Anyone buy iphone 4s with current existing plan running? Are there any penalty for doing so? If so, how much do i need to prepare when i go and buy a new 4s 16g? Will it charge at the first time (the penalty) or will come on next month bill..
