okay this one depends on your carrier. when you use foursquare or facebook with location or maps or anything that uses the internet you're going to be sending data to their server. so of course there will be data usage. depending on your telco carrier and data plan, that will determine your charges.
e.g. i use digi with 3gb/month of data. so whatsapp, foursquare, basically internet usages i get up to 3gb, after i max out my 3gb, anything else i use is extra data, BUT with digi you don't get charged for extra data, it just slows your internet speed down alot

i think with maxis u have extra data charges, not sure how much u have to check with maxis users or check with ur telco page la. so u can't really ask "will i get charge when using location services?" because it all depends on your data usage.
if when u use ur location services, ur data has not maxed out yet, then no u wont get EXTRA charges, but ull just pay whatever it is ur data plan is
if when u use ur location services, ur data plan has maxed out, then depending on your telco you will pay extra charges.

rust should be your secondary concern. you first is weather the 'paper' inside the earphone jack and charging port would turn pink or not.
