There are some cases where the games can be played by all region, i do come across normally on Collector`s Edition, Limited Editions and so on.

iagreee with what aziratul says, unless DLC/ add ons are not a huge factor for you, then just get any region will do fine, but if you are staying with the game for a while and you really love it, i suggest that you should buy the copy which is suited for your region.
