I don't think they'll ever learn... I still remember how they put all versions of Soul Sacrifice that they had except for English version one as a freebie on Asia PS+ and then everyone was like wtf why English version not free.
Probably better to just move to R1 unless you play a sizable amount of Japanese games, since that almost never seems to be late...

The ALL region indicator just means you can play that game in any region account/Vita (which is kind of pointless to mark it as ALL anyway since no physical Vita game is region locked). But DLC is still tied to the region of origin the game was released for, in which for your case, will be R1 (US) PSN..which is why when you search for the DLC in the Malaysia PSN, it found nothing. (Unfortunately the R3 DLCs do not work with the R1 release of ROA).
