guys pls help, any1 facing problem when wanted to start up "Near" application ? y everytime when i start the "Near" application it came out "Could not start the application." ? i never get into Near before...

Heard that 3G Vita for US market capped downloads up to 20MB. Does this limitation affects only US 3G Vita there or globally?
