if can, i think russia also a bit reluctant to sell it:

maybe that will damage relation with US and nato since russia still dealing with europe missile defense issue
there also possibility Russia afraid to sell it because iran can reverse engineer it and sell to other country for cheap price like what happen in SU-33 sale to china.

this is just my personal opinion.
also for those country who want to buy Su-30/34/35, i think it better wait about 5 year so they can buy PAK FA instead.
