jet fighter can be undetected when they fly on very low altitude which is very dangerous.

yep quite right, but that can be solved with Gap Filler radar.
the radar focused more in filling where normal radar could not cover esp in the lower airspace (under normal radar scan) and between mountain ridge or valley.

but like yinchet said, it is dangerous for jets to fly under radar cover as Malaysian have many mountain and highland that could be tough to maneuver in high speeds.

yep, that is US policy, to change a certain parts or even dispose a parts needed a written consent from the US congress, this is because US don't want their parts to lose to the wrong hand. US are so strict regarding their weapon even Israel do not have a certain weapon that their OWN in their homeland but under the kept of US goverment in the states. During the Hezbollah war 2006, some of the weapon were ship to Israel the war have being going for more then a week.

let me give you an example, one of friend told me that the stolen F5E engine in Sg Besi is waiting for a approval letter to be dispose/destroy/return back to US before it was stolen. The engine belong to an F5 that now served as a cosmetic value in the museum or in a junction somewhere. As the process is not that urgent it can take quite a while.

btw it takes a lot of money and time for RND a weapon, but it is good to start now, and our weapon can be use with US plane.
