1st.. is that area are toilet/kitchen before?
2nd why your contractor didnt make new pipeline for your new extension? - i mean hacking the brick for new pipeline from outside your house? put the gate valve there... why must using existing pipeline under that floor? just to remind, you will get BIG trouble if the existing pipeline (under your floor) blow.. then your tiles must be hacked to find where the leakage come from...  when that day come you'll got heart attack!
