which 1 of them has better view when raining?
because afraid of white beam cant has proper view when raining like HID.

Night Breaker Plus only comes in yellow light (around 3500K~3700K). It does not come in 4300K.
However, we have Philips Blue Vision Ultra, which is 4000K. Thanks.

However, if you are looking for better visibility in rain, my advice is keep to yellow lights (such as Philips X-treme Vision or Ring Automotive Xenon Ultima).
