Crazy - I will never queque for this. I just walk in to Celcom centre ( tesco Ipoh) and NO queque at all. Got my 32 gb within half hour
My friends in Johor Baru updated me even Maxis at Taman Molek no queque too. I guess all these shortages are often reported in KL area only based on all the ramblings here

RM300 is standard rate to have roaming. It is a one time payment n maxis don't care how many times you use roaming. This is refund if you close maxis account
You can ask to waive this if you can proof with receipt any previous roaming agreement you have with other telco
