You cannot block resident in so called G&G with individual title as the resident have the right to enter the public area. He/She has the right to make a complaint to the authority and the authority has the right to take action against the RA.

Unless your taman is a proper G&G with strata title, every residents are bounded with DMC rules which is a legal agreement. Outside people cannot enter your private area and RA can take action against defaulter resident.
