No. You can't use cement to repair the gap if you don't take out the old cement gap. Causethe cement to shallow and it won't stick.

Get a tube type call chaulk and repair the gap. It is for the tile fill up gap. Once dry, it waterproof and like silicon elastic.

Yes. The caulk is for tile gap.

If you want to use cement, hack out the old cement deep. Than fill it with the new 1. That way the cement won't easy come out.
