The standard measurement is 4 inches above the window frame .
However if you have day curtain and night curtain...then the day curtains is 4 inches above the frame. Night curtains is 8 inches above the frame.

Try asking around curtain makers like Macys, Kamdar, etc.. This was the advise I got from one of the curtain makers at the big textile shop in Mines.
