A friend renting out his house to Kindergarten and need floor plan.

But the current floor plan does not have kitchen extension which is require to apply MPSJ kindergarten licence.

Kitchen is alde build 10 years ago.

So an architect offer him RM2000 to add the kitchen to his floorplan, MPSJ submission and get the approval.

Is RM2000 expensive or market rate just to draw 4 lines and submit to MPSJ?

Sounds reasonable enough. Just get your friend to check whether he would be liable to pay a fine for the extension.
