Bro, I suffer the same thing as you, living in this good-for-nothing town, where people have lost all their faith in the law. So when they face problems like this, they just suck it up and never complain. Over the years the poor townfolks like to pride themselves as people who have develop a strong tolerance for noise. The sad truth is, they constantly face so much noise, most of them have become deaf.
Speaking for myself, unscrupulous bird farmers have built not one, but 2 bird houses near my house. So I'm facing the same thing as you, possibly 2x worse. I've brought my case up with public complaint bureau (BIRO), situated just on the ground floor of my town council building. But those BIRO people are either very inefficient, or they just don't consider excessive noise is detrimental to our mental health. Over the years, BIRO people have also stopped issuing me ticket or evidence of my complaint. Instead, they simply gave me a card, without even a case number.
The only thing more effective than going to BIRO is to go upstairs to the health department, and ask for anyone with open ears. Sorry I can't be of better help, as I myself am in need of one.
