When they say a certain DX version is supported, it means the hardware has optimized instructions to process DX API's of that version. Some games would allow you to run but you don't get the features. Literally it means you are running with limited features. For example in Dragon Age 2, you can select directx 11 but you can only enable certain options.

You are right, my bad and I apologize. Basically most games these days do not run only on DirectX 11, they have a few options and backwards compatible.
