Wonder if anyone know how to go around buying an old bike with a classic plate.

I saw an old bike (not working condition) with a classic plate I liked. What’s the process of buying it off the owner and changing ownership so I can get the plate on a new car?

Do I have to restore the bike, then bring to JPj for ownership change? Or can I skip the step and just take the plate itself?
