Hi all, sorry if this question has been asked before.

I'm currently in the process of buying a used car from a direct owner.
However, the owner wants to take back his car plate, so the car will have a new car plate on it.

My question is: the car plate interchange has to be performed before the ownership transfer, that is for sure, right?
So when the original car plate is removed, the owner has to purchase another car plate to install on the car before it can be legally transferred to another person, right?

So for the new car plate, can I use my name to purchase the number from JPJ website, or must the car owner purchase it under his name, so that he can register the plate on the car which is still registered under his name?
