I would like to check out if I want to sell a 11yrs old car. but the ownership is my brother's name. Is it possible if he authorize me to do all the matters on selling the car?

I have been using and took care of the car many years. And now giving alot of problem here and there, quite a sum of money spent on it which is not worth it. So was thinking to sell off the car.
