some questions regarding self check-in;

1) if i use web check-in but i don't have printer then i can get it in barcode and print at airport right? where should i proceed to print my boarding pass in LCCT?

ok, i thought it's free if i print my boarding pass at airport

2) i used kiosk check-in before. my question is, if the kiosk is down and i have to use counter check-in, will they charge extra fee on me? i met this situation before but that time they haven't implement the counter check-in fee rule.
