yes it is normal in ultra settings... ur gpu is good.. but not that good.. sorry to say lol...
vsync relates to screen tearing... imagine a horizontal line flashing across ur screen when u change ur point of view using with the mouse... try with fifa 12 n dirt 3.. those games alot of screen tearing
vsync usually caps ur fps to 60... unless it is paired with triple buffering , then u will see more than 60 fps...
if u dont mind the screen tearing.. then leave vsync off... get some extra frames...
