No, the pay-first-policy only applies to cheerful japan products, and payments by "send money to paypal".

For wonfes items, as well as web store exclusives, they charge on shipping.

I believe the 2P's are a Hobby Channel exclusive, and you can only get them via lottery.

Although they are exclusive, they don't appear to be very popular, so you can probably get them off Mandarake for fairly decent prices
