No. There is no law in Malaysia that limits the number of pets a private household owns. Just make sure they don't bite anyone. If your dog bites someone and injures them badly, all of your dogs may be taken away from you(and they might be euthanized )

Oh ya actually there is, sorry 'bout that. Never heard of such laws before I went to look it up though... And you're right REALLY poorly executed. Anyway, I have gotten hold of a copy of the document that you can download or you can go to dbkl.gov.my/ dbku.gov.my or the other db's for the relevant states.

But it basically just says that you can own 3 dogs over the age of 5 months per household, no matter the size or type of house. License 10 bucks only, which is good but has to be updated every year just go to . But if you don't have a license and the police suddenly decide to approach you and be kay-poh while out on a walk or something, you WILL be fined RM500 (and 1000 the second time and so on).
