PROTON SAGA fuel consumption, it is kidding me?

Hi wanna ask the sifu here... is this normal? Proton saga BLM Auto (reg around 2008/2009). About 40km will use up "1 kotak of fuel". 70+km will use up "2 kotak of fuel". Everytime I pump full tank. I service regularly ie 10000 will send to service centre
