I just did my inspection, as you said there are some cars which the tint was removed, now its because the tint does not comply the requirement...70% front screen/ 50% on both sides, this is the standard visible light transmission allowed, if the car/tint is lower then puspakom have the right to tear off the tint in order to passed the inspection

Callup the nearest puspakom and made a appoinment booking for your inspection for date n time
1) inspection fees rm30 for cars/suv, only bring your registration card
2) fillup details at counter- borang B5 if the car loan fully paid
3) borang B7 if it is still on loan
4) inspection on chassis no/ rust/ engine modification/ tint ...etc
5) after inspection they will give you a sijil pemeriksaan tukar milik, this is valid for One month after which you got to do another inspection if ownership is not transfered by this period

Now go to Jpj website and download and print these forms-
1) TM-1...checklist of what to bring for change of ownership
2) TMAB ...surat akuan if buyer cannot go together with seller to change name, photocopy buyer's Ic n verify with any commissioner of oath, sign n chop, attach ic on the form
3) JPJK3...fillup these 02 forms in total with buyer n seller details
4) JPJK2...your car registration card
5) photocopy of seller n buyer IC's
6) borang B5...bring along during change of name
7) prepare rm100 for fees/ Rm150 if car is still on bankloan

Before going to Jpj and do all these-
1) cancel your roadtax first other wise seller cannot cancel the insurance and claim back Ncd/cash, proceed to step 2 IF roadtax have expired
2) then cancel your insurance
3) proceed to Jpj and do change of ownership...02 days process but only 04hrs in total running here n there

Iam not too sure and may be wrong...runners cannot do the puspakom inspection or transfer of ownership on behalf of seller UNLESS they are registered company "runners", etc Naza/Merc companies, but the truth is why pay hundreds of RM to them whereelse I only spend Rm150+ petrol to do it on my own!! Do it on your own, its easy and fast and curb all these nonsense for nothing, paying rm250 for inspection/ rm300 for ownership change is ridiculous!!

1) you cannot hold the insurance due to ncd claim, when you canx the insurance the ncd will be paid back in dues, then use the Ncd for your new car insurance

2) after puspakom inspection, the Borang B5 is valid for one month, that is how long you can hold the road tax/insurance

3) to sell your car you need to take the Borang B5 to Jpj to canx the roadtax, then drive to your insurance co and canx the insurance cause insurance agent wants to see the canceled roadtax before they can canx your insurance, IF you dont do these step by step Jpj will not entertain you, and if you dont canx roadtax/insurance the buyer's insurance agent will not issue a new insurance policy BECAUSE the registration card is still under your name ( they want the original copy to issue new policy)

Abit troublesome....roadtax valid for 6mths, then new buyer in 6months time got to buy new radtax again, when these happens buyer got to buy new insurance policy, overall in short buyer runs to Jpj 3 times a year mad.gif
