Thats conflicting with the MySikap portal which says its also possible for passport and PR holders as well. I guess my question to him was specific to transfer of ownership, which means foreigners will need to be present at JPJ to perform the transfer. I guess to be safe i'll just go to jpj with the seller to sort out the transfer manually.
