I just traded in my 2nd car for a used car for my son. I can answer both your questions.

1. Puspakom does not require valid road tax & insurance. But dont forget its an offence to drive a car without valid road tax & inc. even to Puspakom. Your option is to tow the car. I understand you can request on site Pusspakom inspection. Contact Puspakom for details.

2.Yes NCD transfer to another car is possible, if you are the new registered owner. If car is to be registered to any one other than you, not possible. Any Inc. Co. will assist on this.

Yes using runner takes away all the hassle. Although runner fee is $150, worth it. Used car dealer did ever thing, even Puspakom inspection.

Sorry bro, I don't have details or contact. This was arranged by a used car dealer when I traded in MYVI. The car dealer took care of everything. I just handed in my car , did all the paperwork at the dealer's office, took the car I wanted & drove off. Two weeks later collected the registration of the car I chose, from the dealer.

The only hassle I faced was driving back to dealer to collect the reg. card. I live in Sri Damansara, the dealer is at Cheras!
