the main thing is, how are u gonna make it such that without doing those things, u cant make a deal?
this is not like lelong where u need those details when u register

you're still not thinking about your ideas through enough

how are u gonna make it a must for those ppl?
they are free to post up anything they like in their sales thread, and even if they put COD only, if someone PMs him and the seller suggests posting instead, how are we gonna stop that, or even know about it going on?

if its going by reputation, then if a new and honest member staying in a place where not many ppl are, how is he gonna have his first transaction to build his rep?
he cant COD at that place cause no one else is there
if it goes by number of posts, i think we learnt well enough that post counts means nothing

dont be too much in a hurry to implement it...it's not something that can be done in a few weeks

but it would be nice to know what ideas you've gathered so far..
i mean those feasible ones

You need to suggest how to implement such a thing too
How would u want to make it such that newbies have to read it before selling something?
Do u read the whole disclaimer when u install a new program or drivers for your hardware, u know the page that pops out asking u to click on "Agree" before proceeding?
Even if such a thing was implemented, no one would bother reading it anyway
