1) Is the water mark on 1st or Gnd Floor? 2) Your house design and neightboor should not have much different, which you most properly could imaging what area is behind
Good time to build relation with next door too...
I supporting other view as Solve the problem before moving in. Imaging once you move in withall the item and need start hacking, the cleanning work is worst...

This will just transfer from one area to another area. Water could move to other place if somehting block. also, what if your water meter continues running???
